Successful Taiwan Freeway Electronic Toll Collection (ETC) Implementation through Intelligent Transport System (ITS)
This paper summarized the successful implementation of a new, innovative intelligent transportation system (ITS) technologies to achieve the “seamless shift” from the original “time-based charge” to “mileage-based charge” has already reached its soaring popularity in such a short period starting in 2014. The recently completed “Open Road” ETC system and operational issues were carefully reviewed, including the updated AVI/TOLL technologies, potential operational enhancements, and alternative design upgrades, for effective electronic toll collection (ETC) and electronic toll and traffic management (ETTM). This successful transition into “Open-Road” electronic toll collection (ETC) operation can not be made possible without the well-established planning, thoughtful system design, hardware/software integration, innovative marketing strategies, and collaborated public/private partnerships.
