Problem Formulation and Solution Mechanisms: A Behavioral Study of Humanitarian Transportation Planning

When faced with a problem, operations management decision-makers must understand the nature of the problem itself before developing an effective solution. The focus of this article is the development of better formulation and solution approaches for ill-defined and urgent operations problems, such as rapidly evolving emergency situations. Using a field study of transportation planning in a humanitarian response setting, the authors seek to describe the mechanisms of formulating and solving and show how they impact the final solution. They also seek to identify critical factors that could lead to improved solutions. Their study illustrates a problem solved through greedy search and formulated through sensemaking, in which formulating iterates with solving.
