Transform to Outdoor Parking Lots Focusing on the Location of Railway Stations in City Centers of Japanese Local Cities


The purpose of this study is to clarify the differences in locational factors of outdoor parking lots focusing on the coverage from railway stations in central areas of Japanese local cities. To achieve this purpose, the authors constructed the land use data targeting all of core cities at October, 2005, understood the distribution and changes in increase of outdoor parking lots, and analysed the factors of transformation from business-use land and residential land to outdoor parking lots. Results show that outdoor parking lots have increased in 32 cities of all 37 Japanese core cities between 1985 to 2005. The differences of locational factors of outdoor parking lots in 2 city groups which are divided by focusing on the cover ratio from railway stations are shown in probability of transformation to outdoor parking lots; probability of transformation from business- use and residential land which was outdoor parking lots in 1985 is high in cities where cover ratio from railway station is low, than in cities which indicate high cover ratio.本研究は、地方都市中心部における鉄軌道駅の立地状況に着目し、駅勢圏のカバー率の違いによる駐車場用地の立地要因の違いを明らかにすることを目的とした。分析においては,2005年10月時点の中核市37都市すべての都市中心部における土地利用データを構築した結果,駐車場用地は1985年から2005年にかけて,37都市のうち32都市で増加している実態を把握した。その上で,都市中心部における鉄軌道駅から200mの範囲が占める割合により都市を分類し,業務用地,住宅用地から駐車場用地への転換要因の違いを分析した結果,用途地域の指定状況が駐車場用地への転換に及ぼす影響が異なっており, 1985年時点の土地の利用状況について,駅勢圏カバー率が低い都市は高い都市に比べ,1985年に駐車場用地やその他の低未利用地であった業務用地や住宅用地が1995年から2005年にかけて駐車場用地へ転換する確率が高いことを示した.
