Rehabilitation of the N14/1 Highway: influence of a new surfacing on noise levels

The Route N14/1 is a section of the dual carriageway in the Province of Gauteng, South Africa linking Johannesburg with Pretoria. In 2011 the Gauteng Province Department of Roads and Transport (GPDRT) identified the N14/1 for urgent rehabilitation. The surfacing was exhibiting severe deterioration with extensive cracking with the top surface layer detaching from the old surfacing, resulting in severe spalling and dangerous conditions to the road user. The road transverses urban areas with high density housing next to the very busy freeway. During the investigation and rehabilitation phase of the design the environmental aspects and influence of the road on communities in close approximation to the road became a factor that required consideration. Consequently, noise studies were done before the rehabilitation work commenced at a section of road where complaints were received from an adjacent housing complex. These measurements were repeated after the rehabilitation work was completed. Considerable reduction in noise levels were measured both next to the road as well as a position within the housing complex. These results are given and discussed in terms of the surfacing used and prevailing conditions at the time the noise measurements were taken. This paper investigates and reports on the various aspects influencing noise levels next to highways with specific reference to the type of surfacing to be used. Noise levels can be hugely influenced by numerous aspects, some of which are investigated in more detail. The paper also looks at the legal responsibilities involving environmental aspects with regard to noise levels for urban areas as specified in applicable SANS publications. In addition, the responsibilities of municipalities in the processing and approving of developments in close proximity to existing major highways are highlighted.
