Optimisation of flexible road pavement rehabilitation investigations and design: back to basics

The South African series of documents “Technical Recommendations for Highways” Number 12 deals with the rehabilitation of flexible road pavements. The last official document was published in 1997 with the title draft TRH12: “Flexible pavement rehabilitation Investigation and design”, and consists of the following main chapters: Introduction; Pavement Condition Assessment: Initial Assessment, Detailed Assessment.; Rehabilitation Design Approach and Options; Practical and Functional Aspects; Economic Analysis. This document imbedded the main principles for project level rehabilitation investigations and design of flexible road pavement widely used throughout southern Africa. The document was reviewed again in 2006 and continuously improved on as a more comprehensive handbook which was published through the University of Pretoria in 2013. This paper aims to define the objectives to be achieved during the different phases of a project level rehabilitation design as recommended during the last review in 2006. These objectives differ from previous versions of the TRH12 series of documents in that the objectives are much more clearly defined as an end product to be achieved at the end of each phase of the investigation. The successful completion of each investigation phase is also essential for the optimisation of the rest of the investigations and design phases to follow.
