MODELING ALTERNATIVE VEHICLE RELATED POLLUTANT EMISSION CONTROL STRATEGIES IN CHICAGO

Under the Clean Air Act of 1970, as related to vehicle emissions not controlled by the Federal Automotive Emission Standard, states must specify transportation system or land use plans to control air pollutants. This paper describes a methodology for evaluating the effectiveness of policies for reducing pollutants, primarily carbon monoxide. The methodology involves a combination of transportation system planning techniques and air pollution models; these are discussed in detail. Other alternatives include the Federal emission reduction program, inspection and maintenance and taxi fleet conversion. Chicago is the focus of the study.
