How Does a Driving Restriction Affect Transportation Patterns? The Medium-Run Evidence from Beijing

This study analyzes driving restriction in Beijing over a five year period, 2009-2014. Automobiles were banned from driving on certain days based on license plate numbers. The authors examine the effects on traffic volume, traffic performance indices, bus and rail ridership, and taxi use. They also discuss the cultural significance of the number 4 on license plates and the resulting impact on traffic congestion. Background information on Beijing traffic and the introduction of the driving restriction policy is included along with a literature review. It is found that driving restriction decreased congestion and increased bus and taxi use.
