A mathematical method is illustrated to plot against time (1970 to 2020), environmental costs as a percentage of GNP as a means of considering total national environmental costs. Using this methodology, the current rate of expenditure for environmental protection is about 1.5 percent of GNP. The effect of population levels and population distribution are considered for the following pollution problems: sewage, garbage, agriculture and construction, resource extraction (mining), electric power plants and industry, automobile operations, and toxic substances. The problems are evaluated in terms of factors on which costs are dependent and the extent to which technology can decrease costs.
