Ways of Counteracting Manipulations of Digital Recorders Compulsorily Taken in Light and Heavy Vehicles

A tachograph, which belongs to the group of On Board Recording Devices (ORD), is the oldest form of a recorder, and it was already in the USA in 1939. The Directive of Advice No. 2135/98 from 24 September 1998 brought forth in the European Union beginning in August 2004 a new type of registering device, the digital tachograph, to be set up in road transport. In order to make it impossible to abuse, a complex system of keys was applied, cryptological and certified, saved in devices, allowing for explicit determination of entitlements of the users and authentication of data, cards and devices. In spite of using the most modern keys and securing systems, with respect to the elements of digital tachographs, a lot of modus operandis were observed so that they registered wrong sizes. The European Union took the right action before in order to prevent this, nevertheless they must be implemented into the everyday life. The paper includes information about the level of manipulation of digital tachographs and their elements, the ways of manipulation of digital tachographs, and future ways of counteracting manipulations.
