POINT OF VIEW: Estimating Preconstruction Costs: Who Cares? Why Bother?

In 2013, National Cooperative Highway Research Program (NCHRP) Project 15-51 developed a framework for estimating preconstruction costs for highway projects. Five years of preconstruction cost data was gathered from state departments of transportation. The research team found that data quality was an issue as well as the perception by agency personnel that early process preconstruction cost estimation was not of great value to the agency. This article argues that estimating preconstruction costs can help with cost overruns and design errors. It explains that estimating the cost of preconstruction services on a project-by-project basis, instead of applying a semiarbitrary percentage of construction cost, could yield savings in both cost and time during construction.
