Two pillars, one market

The European Railway Agency is starting to prepare for its expanded remit, with the Fourth Railway Package expected to be adopted in 2016, as a set of changes to rail transport regulation. However, the debate over competition and liberalization continues, as this article discusses, with both the "technical pillar" and the "market pillar" having important roles to play.
