Challenges and Opportunities of China’s "National Transit Metropolis Demonstration Program"

The Transit Metropolis Demonstration Project (TMDP) is the first national program dedicated to the promotion of urban public transport in China. Initiated in 2011 and overseen by the Ministry of Transport, the TMDP acts as an important policy instrument to advance national goals, including urban economic productivity and curbing greenhouse gas (GHG) emissions, down to local levels. This study adds to a growing body of knowledge about national transit policies in the world by analyzing current performance and lessons learned from the program. It shows that the TMDP has strengths in four aspects: its comprehensiveness, its outcome-oriented goals setting, its integration of transport and land use policy, and its flexibility. However, drawbacks such as insufficient funding level, lack of guidance and support in creating capacity on the local level, and an impractical evaluation system have reduced the effective implementation of the program. This study identifies local measures that may be needed and opportunities for program improvement as the TMDP enters its second five-year period. National and sub-national commitments to cut carbon emissions and innovative reforms in some cities show high potential for improving the program and increasing its demonstration effect to other cities in China.
