Design of Routing Emergency Shuttle Bus for Small-size Metro Railway Network

This paper designs emergency shuttle bus routes to evacuate passengers in case of metro disruption and blockage. The disruption types of metro between OD stations are summarized and alternative shuttle bus routes are listed. First, the feasible path generation is established. Feasible path for each pair of the disruption OD stations include transfer metro railway, direct shuttle bus and indirect shuttle bus. Then the optimal path selection model with the station capacity limit is established. The k-short alternative paths are generated to form the shuttle bus network. The value of k is derived based on the feedback of station capacity, increasing gradually by circulates until there is no bottleneck station. The initial design scheme is obtained. Lastly, with considering the shuttle bus resources limitation, the final shuttle bus routing designs are obtained by merging and filtering the initial shuttle routes. The numerical results for an illustrative network shows that the shuttle bus design scheme generated from the proposed model can significantly reduce travel delay of blocked passengers and improve the efficiency of emergency evacuation under the metro railway disruption. It further shows that it is necessary to maintain number of passengers in the metro railway below the station capacity threshold for ensuring a feasible routing design. The results also show that direct shuttle route is preferred for short travel distance, while indirect shuttle route is preferred for longer travel distance.
