RESOURCE PAPER-WORKSHOP 3B: SYSTEMS PLANNING AND PROGRAMMING METHODOLOGY-FREIGHT MOVEMENT

This paper which presents a generalized synthesis of the current and potential state of the art in statewide freight transportation planning and programming, draws on selective methodological capability in other planning contexts for possible incorporation at the state level. A diagram is presented of the planning and programming process in terms of developing alternative transportation plans, analyzing their respective consequences or effects, performing a comparative evaluation of those alternatives in terms of their estimated effects, and programming specific projects. Methodological issues are discussed which are organized in reference of this skeletal structure. The overall scope and character of the process is defined, and premises regarding appropriate state responsibilities are discussed. Relevant control variables and effect variables are reviewed. Data collection efforts and analytical techniques are discussed and major methodological issues are highlighted. With regard to the scope and character of statewide freight systems planning and programming, questions are raised which relate to the consitituion of the hierarchical structure of state level planning and programming, the degree of appropriate spatial detail and system representation, and the role of the private sector. The aspects are listed which are of importance in a consideration of information systems requirements. A discussion of analytical methodology covers such aspects as the modeling of the laissez-faire rate-making behavior of competitive carriers; the development of operating cost relations; the disaggregate approach to freight demand analysis; the sequential constructs for freight demand modeling; the characterization of service levels; capacity-restrained network analysis; statewide activity allocation models; and the methodological character of multimodal, statewide systems analyses of environmental impacts.
