REPORT ON WORKSHOP 1: ORGANIZATION AND ADMINISTRATION FOR STATEWIDE TRANSPORTATION PLANNING

This workshop, the purpose of which was to identify statewide planning strategies and evaluate their essential characteristics, also recommends improvements in the overall administrative framework to ensure continuity in statewide transportation planning, and a program of research related to the organizational and administrative aspects of statewide transportation planning. Two task forces examined the responsibilities of the state departments of transportation including their relations with internal units, and the public and private agencies outside the organization. Great differences among the 50 states necessitate great flexibility and variety in organizational and administrative mechanisms. Federal level policies must provide maximum latitude for state action. The effectiveness of the planning is basically determined by the effectiveness of management. Current organizational practices are described, and the concepts of policy, systems, and project planning are defined. The principal functions and responsibilities of the planning unit are outlined as well as its position. Policy planning and multimodal systems planning, staff disciplines (requirements), project planning, evaluation of current problems, and capital improvement programming and budgeting are other aspects covered. The regionalization of the planning process is discussed. A review of the involvement of other agencies covers such aspects as its importance, the timing of involvement, the use of committees, executive and legislative support, total statewide development plan coordination of state transportation agencies, coordination with regional agencies, and the adoption of state transportation planning process guidelines. Citizen participation, coordination with private transportation sector, and federal funding and involvement are also considered.
