Techniques are outlined to reach satisfactory and equitable solutions concerning the conflict between noise-sensitive land uses and highway generated noise. A synthesis revolving around land use-value and incidence of highway noise goes to the central problem of selecting an optimum solution at minimum cost. Highway development in many instances is the forerunner and heart of major land use planning. Advance negotiations and settlement of all minor and major noise damage claims in advance of actual highway construction can be an added vehicle for early community sanction of the improvements and satisfaction on the part of individual property owners affected. /HRIS/
