A high water response operations plan is described which provides for a response to flooding conditions in the city which result from heavy general rains moving across the region. This plan in the City of Dallas, Texas, insures that the city's street and Sanitation Services Department units are well prepared to safeguard the public from high water hazards. It will help minimize inconvenience and continue gathering knowledge of storm water runoff behavior throught the city. The three identifiable phases are described in which the general rains in the region occur. Details are given of the sequence of events in response to the storms which cause high water.
