Power consumption by public lighting is relatively small. Reduction of lighting for roads within built-up areas is not recommended on the whole because, on fixing the level of luminance little or no consideration is given to the aspect of driving comfort. A reduction of the level of luminance on rural motorways, attuned to requirements of driving comfort, can only be tolerated when, by other simultaneous measures, speed and traffic demand are reduced. It is not considered appropriate to change recommendations, based on perception-possibilities of car drivers, on account of the energy crisis. On critical spots the lighting must not be reduced. /Author/
