A CASE OF SYSTEMS ENGINEERING APPLIED TO THE DEVELOPMENT OF ROAD PERFORMANCE CRITERIA

The inability to predict pavement performance under certain conditions on the basis of any existing design method has been due to the manner in which design procedures were developed; a particular development was applicable only within certain limited geographic boundaries and suitable only for the characteristics of available materials, environmental conditions, and traffic loads within these boundaries. Therefore, a more rational method of evaluation of pavement performance is needed, one which could predict the performance under various sets of conditions. Such a method may be organized within the framework of the "systems approach". This approach gives considerably expanded scope and flexibility in exploring various options and best solution. The paper describes the systems engineering approach in general with example of its application to the development of road performance criteria. (A)
