This paper has been prepared to introduce the concept of management control systems for cargo handling operations, and to demonstrate how this use can assist management to control costs. In order to illustrate how simple such a system can and indeed should be, an example is used involving one gang of men discharging overside to a craft. For obvious reasons this example is fictional, but a similar system has been in operation at a British port since May 1972. Adoption of this system followed a full application of Work Study techniques, to the whole range of cargo handling activities.
