SHARP: A Study of Its Effect on the UK Motorcycle Helmet Market
The UK Department of Transport established the Safety Helmet Assessment and Rating Programme (SHARP) in 2007. SHARP ratings are based on impact tests and can help consumers choose the safest helmet available to them. This report looks at the effectiveness of SHARP and its influence on consumers, retailers, distributors, and manufacturers. Four tasks were completed including a literature review; interviews of helmet manufacturers, retailers, distributors and dealers; a consumer survey; and interviews and focus groups with police, road safety officers, and motorcycle trainers. The findings are presented along with recommendations to improve SHARP effectiveness.
