Free-flow’s formula for easing congestion

The Highways Agency in the United Kingdom has introduced a free-flow charging system at the Dartford Crossing, where the M25 motorway crosses the River Thames. The area is prone to congestion, and the free-flow system is designed to ease it. Cameras take images of vehicle license plates, and regular users can use a tag system. The crossing is near ports, and the cameras are equipped to recognize foreign license plates as well as ones from the UK. The compliance rate for paying charges has grown since the system opened. Travel times at the crossing began to be reduced even before implementation was complete.
