How a Gas Tax Increase Affects the Retail Pump Price: An Economic Analysis of 2013-14 Market Impacts in 5 States

This report analyzes the impact of gas tax increases on retail fuel prices. Fuel prices and taxes were examined during 2013 and January 2014 for Maryland, Massachusetts, Pennsylvania, Vermont, and Wyoming. Fuel price fluctuations are outlined for the day of a tax increase, the day after, one month after, and one year after. It is concluded that a gas tax increase of 15 cents would have only a small impact on retail fuel prices over time due to week-to-week price fluctuations already occurring.
