AN INFORMATIONAL GUIDE ON OCCUPATIONAL SAFETY ON HIGHWAY CONSTRUCTION PROJECTS

This Guide has been developed for use by the Member Departments in such manner or to the extent desired for aiding State highway personnel tu understand the basic requirements and to detect violations of the. Safety and Health Regulations for Construction as established by the U.S. Department of Labor, as they apply to State highway activities. The State highway department, as the owner-contracting agency of its highway projects, has the primary responsibility of seeing that the regulations, which are by reference a part of the project contractual requirements are enforced, as any other contractual requirement, even though the actual inspection and enforcement responsibilities of the safety regulations may be officially assigned to some other State agency. It is recommended that each Member Department continuously check the Federal Register for applicable changes in the Safety Regulations or interpretations thereof, and keep its personnel advised accordingly, as needed. /HSRI/
