Land Transport and How to Unlock Investment in Support of “Green Growth”
This paper discusses the concept of “green growth” as it relates to the transportation sector. The objective of “green growth” and transportation is to provide more energy efficient mobility and high-quality accessibility. The authors emphasize how investments in support of green growth need to be carefully assessed according to their long-term economic, environmental, and social impacts. The paper highlights investment needs, public and private investment, sources of private finance for transportation infrastructure, and investment in green technology. The authors also discuss the fiscal and regulatory framework for private investment, and future funding. Three annexes provide: an economic rationale for using public private partnerships; financial instruments and risk-sharing mechanisms; and voluntary guidelines for green bonds.
