DEEP-DRAFT PORTS: THEIR EFFECT ON MARITIME FREIGHT MOVEMENT AND RELATED INTERFACE PROBLEMS

EIGHT ALTERNATIVES FOR DEALING WITH SHIPPING ARE SUGGESTED. THESE ARE LISTED AS: CONTINUE STATUS QUO; LIGHTER THE SUPERCARRIERS FROM DEEP-WATER TO INSHORE POINTS; DEVELOP A DEEP-WATER TRANSSHIPMENT TERMINAL, OUTSIDE U. S. WATERS; DESIGN A SHALLOW-DRAFT SUPER CARRIER; DEEPEN AND EXPAND EXISTING PORT INDUSTRIAL COMPLEXES; BUILD A NEW COASTAL U. S. TRANSSHIPMENT TERMINAL; AND BUILD A NEW U. S. DEEP- WATER PORT INDUSTRIAL COMPLEX. PROBLEMS FACED BY U. S. AND WORLD PORTS IN THE AREA OF CENTRALIZATION, FINANCE, ENVIRONMENT, AND AUTHORITY ARE REVIEWED. THE MOVE TOWARD A NEW DELIVERY SYSTEM FOR GIANT BULK CARRIERS BY MEANS OF OFFSHORE DEEPWATER TERMINALS IS INEVITABLE. THESE MAY TAKE THE FORM OF LONG JETTIES EXTENDING FROM SHORE OUT TO DEEP WATER, SIMPLE OR MULTIPLE OFFSHORE MOORING DEVICES WITH CONNECTING PIPELINES TO THE SHORE, OR ARTIFICIAL ISLANDS THAT CAN RANGE IN CONCEPT FROM A SINGLE-PURPOSE TO A MULTIPURPOSE PORT COMPLEX. THE PROPOSED CONSTRUCTION OF AN OFF-SHORE DEEP-WATER SUPERTANKER TERMINAL IS DISCUSSED. THE DEVELOPMENT OF OFFSHORE TERMINALS INVOLVES MANY NEW ENGINEERING, GEOGRAPHIC AND WEATHER PROBLEMS, AS WELL AS POLITICAL AND JURISDICTIONAL QUESTIONS. THE INTERFACE PROBLEM OF BULK CARGO IS NOT WELL DEFINED. THE VOLUMES ALREADY MOVING AND THE VOLUMES PREDICTED FOR THE FUTURE, INDICATE THE NEED FOR ENVIRONMENTAL CONTROLS AND FOR LARGE LAND AREAS FOR STOCK-PILING, REFINING, OR PROCESSING. THE OFFSHORE TERMINAL CONCEPT SUGGESTS NEW LOCATIONS NOT PROXIMATE TO ESTABLISHED PORTS. THE DEEP-DRAFT SHIP FORCES THIS APPROACH. GRAPHICS HIGHLIGHT MAJOR AREAS OF INTEREST SUCH AS BREAKWATER EFFECTIVENESS, TERMINALS (WAVE PATTERN DIAGRAM), PORT DISCHARGE AND STORAGE FACILITIES, SCHEMATIC REPRESENTATION OF OFFSHORE TERMINALS, LIGHTERING OPERATION FOR A SUPERTANKER, DEEPWATER TERMINAL ALTERNATIVES, SINGLE- POINT-MOORING-BUOY CONCEPT, AND LIGHTENING OPERATION IN IRELAND.
