DISCUSSION OF THE REPORT OF THE INTERNATIONAL COMMISSION ON TRANSPORT AND URBAN PLANNING: (B) MARKETING - MARKET SURVEYS IN PUBLIC TRANSPORT

THE AUTHOR'S SUMMARY OF HIS PAPER PRESENTED TO THE FULL COMMISSION IS FOLLOWED BY DISCUSSION OF ISSUES RAISED THEREIN AND BY THE SET OF CONCLUSIONS ADOPTED BY THE COMMISSION IN REGARD TO TOPIC B. THE DISCUSSON INCLUDES A BRIEF PRESENTATION OF THE CAMPAIGN UNDERTAKEN IN MADRID AND OF ITS SUCCESS TO DATE. THE CONCLUSIONS WERE: (1) THE MARKET NO LONGER DEPENDS ON PRODUCTION, AND HENCEFORTH PRODUCTION MUST BE ORIENTED TOWARD THE MARKET. (2) PUBLIC TRANSPORT UNDERTAKINGS MUST ADJUST TO THIS FUNDAMENTAL CHANGE. MARKETING IS AN IMPORTANT TOOL TOWARD THIS END. (3) MARKETING MUST DEAL NOT ONLY WITH PROBLEMS OF PASSENGER TRANSPORT BUT ALSO WITH THE PROBLEMS OF THE PRIVATE MOTORIST, WHOSE PATRONAGE MUST BE WON. (4) MARKET RESEARCH, WITH ITS VARIOUS DIVISIONS --- MARKET ANALYSIS, MARKET OBSERVATION, AND STUDY OF MOTIVATION --- IS THE KEY FACTOR IN MARKETING TRANSPORT. (5) THE PROGRAM OF SERVICES OFFERED, THE PRESENTATION OF THE PRODUCT, FARES AND PRICE POLICIES, FARE COLLECTION, AND PUBLICITY AND PUBLIC RELATIONS MUST BE ADAPTED TO THE RESULTS OF MARKET RESEARCH.
