COOPERATION IN ENERGY

IN THIS DISCUSSION OF INTERNATIONAL ENERGY ISSUES, THE PROBLEMS CAUSING CONCERN FOR CONSUMING NATIONS SUCH AS JAPAN ARE REVIEWED, AND RESPONSES TO THE PROBLEMS ARE SUGGESTED. OBJECTIVES OF THE ISSUE ARE IDENTIFIED AND MEANS OF ACHIEVING THEM ARE OUTLINED. AN APPROACH BASED ON COOPERATION AND MUTUAL ACCOMMODATION WITH PRODUCING COUNTRIES, CONSUMING COUNTRIES, AND PETROLEUM COUNTRIES FORMING AN INTERDEPENDENT SYSTEM IS RECOMMENDED. THE POLICIES WHICH SHOULD BE DEVELOPED BY THE GOVERNMENTS OF COUNTRIES, SHOULD COVER SUCH ISSUES AS THE DEVELOPMENT OF NEW ENERGY SOURCES; COOPERATION AMONG IMPORTING COUNTRIES IN STOCKPILING, RATIONING, AND SHARING; CONSERVATION OF ENERGY; THE BALANCE BETWEEN THE NEED TO PROTECT THE ENVIRONMENT AND THE NEED TO DEVELOP ENERGY RESOURCES; AND TAX POLICIES. NATIONAL POLICIES MUST BE DEVELOPED IN SETTING PRIORITIES AND ESTABLISHING STANDARDS. ENERGY PROBLEMS WILL REQUIRE THE COOPERATIVE EFFORST OF GOVERNMENT AND INDUSTRY. SUCH COOPERATION IS NECESSARY IN THE DEVELOPMENT OF ONSHORE AND OFFSHORE RESERVES; THE NUCLEAR FUEL INDUSTRY; AND IN THE AREA OF PRICES. THE INTERNATIONAL COMPANY'S LOGISTICS OPERATIONS ARE CONSIDERED OF GREAT IMPORTANCE IN THE ORGANIZATION AND MANAGEMENT OF FINANCIAL AND HUMAN RESOURCES. IN THE FIELD OF INTERNATIONAL COOPERATION, SPECIAL CONSIDERATION IS GIVEN TO THE U.S. AND JAPAN WHOSE ENERGY PROBLEMS AND OBJECTIVES ARE SIMILAR. MEASURES TAKEN BY JAPAN IN SOME SPHERES ARE OUTLINED. COOPERATION IS URGED IN THE DEVELOPMENT OF NUCLEAR FUELS AND SYNTHETIC HYDROCARBONS, IMPLEMENTATION OF THE UNITED NATIONS LAW OF THE SEA, THE ROLE OF THE ORGANIZATION FOR ECONOMIC COOPERATION AND DEVELOPMENT, AND THE WORLD REASOURCES CONFERENCE. IN ALL MATTERS, AND WHATEVER THE FORUM, THE ULTIMATE GOAL SHOULD BE MUTUAL COOPERATION BETWEEN PRODUCING AND CONSUMING COUNTRIES.
