IMPROVED BASIS FOR DECISION-MAKING IN THE TRANSPORTATION SECTOR THROUGH COMPREHENSIVE RESEARCH PROGRAMMING

IN SCANDINAVIAN COUNTRIES, THE CENTRAL PLANNING POLICY IS STATED IN LONG-TERM PROGRAMS, BASED PARTLY ON POLITICAL CONSIDERATIONS AND PARTLY ECONOMIC. THE POLITICAL VIEW IS REPRESENTATIVE OF VARIOUS POLITICAL PARTIES, IS REWORKED THROUGH COMPROMISES AND IS STRONGLY INFLUENCED BY THE CONSTANT SOCIOLOGICAL CHANGES. THE NATIONAL POLICY DEFINES OBJECTIVES FOR ECONOMIC ACTIVITY FOR EACH SECTOR, BUT SECTORAL ACTIVITIES HAVE NOT BENEFITTED FROM THE PROVISION OF LONG-TERM PLANNING FRAMED ON A THEORETICAL BASIS. THE LACK OF AN OVERALL ECONOMIC VIEW IN THE TRANSPORTATION SECTOR HAS PRESENTED DIFFICULTIES IN ALLOCATION OF RESOURCES AND IN COORDINATION BETWEEN TRANSPORTATION AND OTHER ECONOMIC ACTIVITIES. AN OPTIMUM ADJUSTMENT TO THE TRANSPORTATION DEMAND NECESSITATES STUDIES OF TAXATION, CONCESSION AND SUBSIDY POLICIES AS WELL AS INVESTMENT POLICY AND ORGANIZATIONAL IMPROVEMENTS. CONDITIONS ARE CLEARER IN SEPARATE TRANSPORTATION SECTORS, E.G. RAILROADS, COASTAL SHIPPING, TRAMP TRADE, AND AVIATION; HOWEVER, PORT OPERATIONS AND URBAN MASS TRANSIT ARE MOST IMPORTANT PROBLEMS. IN SETTING UP DECISION MODELS AND ACTION PROGRAMS IN THE TRANSPORTATION FIELD, THE MOST IMPORTANT FACTORS ARE SOCIO-POLITICAL DECISION CRITERIA, TRADE-GEOGRAPHICAL DECISION CRITERIA, ECONOMIC DECISION CRITERIA AND TECHNICAL STANDARDS AND REGULATIONS. ALSO TECHNICAL AND ECONOMIC PLANNING TRANSPORTATION RESEARCH, AND TRAINING AND RECRUITMENT OF PERSONNEL ARE ALL NECESSARY PARTS TO TRANSPORTATION IMPROVEMENT POLICIES. A SPECIFIC LIST OF IMPORTANT ELEMENTS OF AN URBAN TRANSPORTATION RESEARCH PROGRAM IS PRESENTED UNDER THE FOLLOWING HEADINGS: (1) URBAN GROWTH AND DEVELOPMENT, (2) URBAN ACTIVITIES AND THEIR DEPENDENCE ON TRANSPORT, (3) URBAN PASSENGER TRANSPORT DEMAND, (4) URBAN GOODS DISTRIBUTION AND DEMAND, (5) TRANSPORT FACILITIES AND THEIR CHARACTERISTICS, (6) FUTURE URBAN TRANSPORT TECHNOLOGY, (7) PLANNING PROCEDURES AND RESEARCH, (8) ORGANIZATION OF TRAFFIC OPERATIONS, AND (9) EDUCATION AND TRAINING.
