EQUITY CONSIDERATIONS AND CONCESSIONS IN THE SITING OF PUBLIC FACILITIES

A CASE STUDY OF A BRIDGE-SITING CONTROVERSY IN NEW ORLEANS IS EXPLORED AND ABSTRACTED INTO A SIMPLER FRAMEWORK FOR ANALYSIS BY MEANS OF A PROPOSED REFERENDUM MODEL. THE REFERENDUM CONTEXT IS USED TO OBSERVE THE CONSEQUENCES OF MAJORITY BENEFIT AND MINORITY LOSSES. POSSIBLE CONCESSIONS IN THE FORM OF VOTING WEIGHTS, AUXILIARY FACILITIES, AND TRANSFER PAYMENTS ARE EXAMINED AS ALTERNATIVE POLICY INSTRUMENTS.
