THERE ARE TWO GROUPS OF HIGHWAY RESEARCH OBJECTIVES: FIRST, THOSE HAVING FOR THEIR PURPOSE THE CORRECT ANALYSIS OF EACH PROBLEM; SECOND, THOSE HAVING FOR THEIR PURPOSE THE FINDING OF THE SOLUTION WHEN THE PROBLEM HAS BEEN CORRECTLY ANALYZED. AT THIS TIME THE FIRST IS MORE IMPORTANT. ALL PHASES OF HIGHWAY TRANSPORT ARE IN NEED OF MAJOR RESEARCH. WHEN THE FIRST OBJECTIVE IS REACHED, THE SOLUTION MUST BE APPLIED SINCE THE REAL OBJECTIVE OF ALL HIGHWAY RESEARCH IS THE MOST ECONOMICAL AND EFFICIENT HIGHWAY TRANSPORT SERVICE POSSIBLE FOR THE PUBLIC AS A WHOLE.
