COMMENTARY HRB

IN HIS WELCOMING ADDRESS TO THE DELEGATES ATTENDING THE HIGHWAY RESEARCH BOARD'S 49TH ANNUAL MEETING, DR. PHILLIP HANDLER, PRESIDENT OF THE NATIONAL ACADEMY OF SCIENCES EMPHASIZED THE IMPORTANCE OF THE NATION'S TRANSPORTATION PROBLEM AND THE NECESSITY FOR THE CLOSE SCRUTINY THE PROBLEM HAS BEEN RECEIVING DURING THIS DECADE. HE POINTED OUT THAT THE NATION HAS BECOME ACUTELY SENSITIVE TO THE IMPACT TRANSPORTATION HAS ON DAILY LIVES, ON LAND USES, ON ECONOMIC GROWTH, ON THE QUALITY OF THE ENVIRONMENT AND ON INDIVIDUAL COMFORT AS WELL AS SOCIETY'S WELL-BEING. HE COMMENDED THE BOARD FOR ESTABLISHMENT OF THE INTELLECTUAL FRAMEWORK FOR THE PERFORMANCE OF OBJECTIVE ANALYSES AND FOR THE DEVELOPMENT AND EXCHANGE OF INFORMATION AND RESEARCH FINDINGS; THIS OFFERS HOPE FOR SUCCESS IN PROBLEM-SOLVING. THE CREATION OF THE DEPARTMENT OF TRANSPORTATION WAS CITED AS A NOTABLE CHALLENGE TO OTHER LEVELS OF GOVERNMENT AND TO THOSE IN THE PRIVATE SECTOR CONCERNED WITH TRANSPORTATION; SCIENTISTS AND ENGINEERS HAVE A RESPONSIBILITY OF ORGANIZING THE USE OF KNOWLEDGE AND TALENTS TO SUPPORT THE NEW AGENCY'S EFFORT AND TO IMPROVE THE PROCESSES OF TECHNOLOGICAL ASSESSMENT NEEDED FOR PUBLIC POLICY ISSUES. THE CHARTER OF THE ACADEMY IS A MANDATE TO ASSIST DEPARTMENTS OF GOVERNMENT THROUGH INVESTIGATION, EXAMINATION, EXPERIMENTATION, AND REPORTING OF ANY ASPECT OF SCIENCE AND TECHNOLOGY. THE HIGHWAY RESEARCH BOARD SERVES AS AN ILLUSTRIOUS EXAMPLE OF WHAT CAN BE ACCOMPLISHED THROUGH MUTUAL EFFORT OF GOVERNMANET AND SCIENCE.
