WHEN MARYLAND'S DEPARTMENT OF TRANSPORTATION BECAME OPERATIONAL ON 1 JULY 1971, IT ABSORBED THE BALTIMORE METROPOLITAN TRANSIT AUTHORITY, WHOSE GENERAL MANAGER BECAME ADMINISTRATOR OF THE MARYLAND MASS TRANSIT ADMINISTRATION WITHIN THE STATE DOT. THE ADMINISTRATIVE AND FINANCIAL ADVANTAGES OF CONTROLLING TRANSIT FUNDING AT THE STATE INSTEAD OF THE LOCAL LEVEL ARE DISCUSSED BY THE NEW ADMINISTRATOR WITH RESPECT TO BALTIMORE'S APPLICATION FOR A $437 M CAPITAL GRANT FOR CONSTRUCTION OF A 28-MILE, $656 M RAPID TRANSIT NETWORK, WHICH IS PHASE I OF AN EVENTUAL 65-MILE SYSTEM. CONSTRUCTION IS SCHEDULED TO BEGIN IN 1973.
