TRANSPORT PLANNING MODELS: THE LONDON EXPERIENCE

TRANSPORTATION PLANNING MODELS HAVE BEEN SUCCESSFULLY USED IN LONDON FOR MANY YEARS. THE LONDON TRAFFIC SURVEY (LTS) WAS CONDUCTED BASICALLY BY HOME INTERVIEW. THE SOCIOECONOMIC DATA COLLECTED AS PART OF THE LTS PROVIDED THE MAIN BASIS FOR STRATEGIC TRAFFIC PLANNING. THE RESULTS PROVIDED A FULL ACCOUT OF ALL TRAFFIC FLOW CHARACTERISTICS IN 1962 AND USEFUL DATA ON THE MOVEMENT OF GOOD VEHICLES. THE LTS SURVEY PROVIDED THT BASIS FOR ALL THE TRANSPORT PLANNING MODELS THAT WERE DEVELOPED IN LONDON. PHASE II OF THE LTS STUDY WAS CONDUCTED TO: (1) DEVELOP MODELS FROM WHICH RELIABLE ESTIMATES OF FUTURE TRAFFIC CAN BE PREPARED, (2) PROVIDE PLANNING DATA FOR 1971 AND 1981, AND (3) PROVIDE ESTIMATES OF 1971 AND 1981 TRAFFIC USING THE TRAFFIC MODELS, THE PLANNING FORECASTS, AND PROVISIONAL ROAD NETWORKS FOR 1971 1981 PROVIDES BY THE LONDON COUNTY COUNCIL. THE TRAFFIC MODEL DEVELOPED FOR LTS PHASE III HAS THE FOUR FOLLOWING MAIN ELEMENTS: (1) TRIP GENERATION, (2) MODAL SPLIT (3) TRIP DISTRIBUTION, (4) TRIP ASSIGNMENT. A REVISED TRAFFIC MODEL WAS DEVELOPED FOR PHASE III OF THE WORK WITH THE FOLLOWING MAIN ELEMENTS: (1) TRIP GENERATION, (2) TRIP DISTRIBUTION, (3) MODAL SPLIT, (4) TRAFFIC ASSIGNMENT, (5) SPEED REDUCTION, (6) RESTRAINT PROCEDURE, AND (7) ECONOMIC ANALYSIS. THE DEVELOPMENT OF THESE MODELS IS DESCRIBED IN DETAIL. TODAY THE MODELS ARE USED TO EVALUATE THE SIGNIFICANCE ON STRATEGIC POLICY OF CHANGES IN POPULATION, EMPLOYMENT AND INCOME FORECASTS TO ASSESS THE EFFECTS OF VARIATIONS IN DESIGN STANDARDS AND TO PROVIDE A BETTER BASIS FOR ENGINEERING DESIGN. AS TIME PASSES THE MODELS ARE BEING MADE MORE APPROPRIATE TO THE TASKS THEY NEED TO PERFORM: MACRO MODELS FOR MAJOR STRATEGIC ALTERNATIVES, AND MORE DETAILED MODELS FOR TACTICAL PROBLEMS.
