HOW A COMMUNITY QUALIFIES FOR FEDERAL AID IN URBAN RENEWAL IS DISCUSSED. THE COMMUNITY MUST HAVE A GENERAL PLAN WITH AT LEAST SIX SUBPLANS FOR (1) LAND USE, (2) THOROUGHFARES, (3) COMMUNITY FACILITIES, (4) PUBLIC IMPROVEMENTS, (5) ZONING ORDINANCE, AND (6) SUBDIVISION REGULATIONS. THE HOUSING ACT OF 1954 HAS BEEN EXTREMELY EFFECTIVE IN ADVANCING GENERAL PLANNING IN INDIVIDUAL COMMUNITIES, LEADING TO AN ERA OF UNPRECEDENTED URBAN GROWTH.
