COMPREHENSIVE METROPOLITAN TRANSPORTATION PLANNING: FUNDAMENTAL PHILOSOPHY AND CONCEPTS

THE PENN JERSEY TRANSPORTATION STUDY IS CONCERNED WITH (1) ALL ROUTES OVER WHICH MOVEMENT TAKES PLACE, (2) ALL KINDS OF VEHICLES, (3) THE MOVEMENT OF INDIVIDUAL THINGS AND WITH THE MOVEMENT OF GROUPS AND MASSES AND COMMODITIES IN BULK, (4) PRIVATE AND PUBLIC TRANSPORTATION, AND (5) ALL KINDS OF THINGS MOVED. ALL OF THE RESEARCH IS DISIPLINED BY A SINGLE UNIFYING CONCEPT, LINKING URBAN DEVELOPMENT, TRANSPORTATION MOVEMENT, AND GROWTH OF A METROPOLITAN REGION. THE CENTRAL INSTRUMENT OF THE PLANNERS IS A REGIONAL GROWTH MODEL THAT ENCOMPASSES AN ARRAY OF INTERRELATED SUB-MODELS WHICH WILL DESCRIBE CHANGES THAT MIGHT OCCUR IN LAND USE AND TRAVEL PATTERNS OVER TIME IN RESPONSE TO THE INTERACTION OF VARIOUS PROGRAMS GIVEN THE SOCIAL, ECONOMIC, AND POLITICAL FORCES OPERATING IN THE REGION.
