Serious Gaming in the Inland Waterways Logistic Chain; How the Government Can Play a Role in Improving Logistic Efficiency

Given the combination of general growth scenario’s of container volumes and the ambition to increase the modal share of hinterland transport from 35% at present to 45% in 2030, container volumes to the hinterland from Rotterdam could double to quadruple by 2030. In order to prepare the inland Navigation sector for this challenge, a 100 M€ program under the title ‘Impulse dynamic traffic management Inland Waterways –IDVV-’ was started by the Dutch Rijkswaterstaat in 2010. Part of this program was a 5 M€ research program, that was conducted over the period December 2010 – August 2013. This research program developed new knowledge to improve the position of the Inland Navigation sector in order to prepare the sector for the future challenges it faces to realize the modal split objective . Overall results of this research program were presented at the 2013 ETC. One of the results from the IDVV program is the insight that Rijkswaterstaat, as the authority responsible for effective and efficient use of transport infrastructure, could play an active role towards the logistic sector. During the IDVV program it became more and more apparent that inefficiencies that exist in the logistic chain can only be overcome by sharing information and working together. In order to stimulate the logistic sector to improve insight over the complete logistic chain, and develop the necessary trust and thus willingness to overcome inefficiencies, a neutral third party can play an important role. Rijkswaterstaat could take such a role, and is now investigating whether it should seriously take this role in the coming years.First sessions with representatives of the logistic sector proved that the sector recognizes the potential of this concept, and is willing to award Rijkswaterstaat this role. One of the clearest examples of how this role can be implemented is the serious game “Strategic Scenario Exploration Inland Shipping” (SSE). This is a game that was developed by the research track of the program IDVV. This paper describes how the Government can play a stimulating role, using the game, towards the logistic sector to help improve the efficiency of the logistic chain. In this case the logistic chain for the hinterland transport of containers by barge. This paper will be addressing this segment of the logistic system. During the game representatives of all parties active in the inland waterways logistic chain for a specific region are present, from the intercontinental sailing companies via sea terminal operators, port authorities and barge operators to inland terminals and general logistic service providers and shippers. Participants are senior staff or management in the companies that participate in the game. In the game they discuss together where inefficiencies in the logistic chain occur and how new concepts (like Hub and Hop concepts) can improve efficiency. A micro simulation model then calculates the effects of the scenario’s that are developed. By discussing the results of the simulation the participants of the game gain knowledge an insight in their position and motivation to operate. Thus they come to solutions how inefficiencies in the logistic chain can be overcome. The participants of the first gaming sessions that were held in 2013 were very enthusiastic and eager to work further with this concept. The paper describes the two waves of gaming that took place in April 2013 and April 2014, it will describe the concept and results of this approach, and elaborate on the motivation for the Rijkswaterstaat organization to become a partner of the logistic sector by developing and organizing serious gaming for the logistic sector.
