HUDS GUIDE TO MODEL NEIGHBORHOODS IN DEMONSTRATION CITIES

THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT GUIDELINES FOR THE DEMONSTRATION CITIES PROGRAM GRANTS ARE SUMMARIZED. UNDER THIS PROGRAM, QUALIFYING CITIES CAN GET FEDERAL GRANTS OF UP TO 80 PERCENT OF THE TOTAL NON-FEDERAL CONTRIBUTION. TO QUALIFY, THE CITY MUST STATE THE SOCIAL, ECONOMIC AND PHYSICAL PROBLEM OF THE NEIGHBORHOOD, MUST STATE THE GOALS AND PRIORITIES, AND MUST INDICATE THE PROGRAM APPROACH, STRATEGY, AND THE ADMINISTRATIVE MACHINERY TO BE USED. THE NEIGHBORHOODS ARE TO BE PRIMARILY RESIDENTIAL AND THE GOALS ARE TO INCLUDE PHYSICAL IMPROVEMENTS, HOUSING FOR LOW AND MODERATE INCOME FAMILIES, TRANSPORTATION IMPROVEMENT, IMPROVED EDUCATION, MANPOWER AND ECONOMIC DEVELOPMENT, RECREATION AND CULTURAL FACILITIES, CRIME REDUCTION, HEALTH SERVICES, SOCIAL SERVICES, AND PUBLIC ASSISTANCE. THERE SHOULD BE WIDESPREAD CITIZEN PARTICIPATION AND PRIVATE INITIATIVE SHOULD BE ENCOURAGED WITH INCENTIVES. NATURAL AND HISTORIC SITES ARE TO BE MAINTAINED AND A HIGH STANDARD OF DESIGN AND IMPROVED TECHNOLOGY ARE TO BE USED.
