TECHNIQUES FOR DETERMINING COMMUNITY VALUES

STUDIES INDICATE THAT TRANSPORTATION PLANNING MUST TAKE INTO CONSIDERATION THE VALUES OF THE COMMUNITY. THREE METHODS ARE BEING USED TO ESTABLISH OVERALL COMMUNITY VALUES' FOCUS GROUPS, RATING PANELS, AND ATTITUDE SURVEYS. COMMUNITY REVIEW AND POLITICAL REVIEW ARE TWO TECHNIQUES USED TO RESOLVE THEIR DIFFERENCES WITHIN THE PLANNING FUNCTION. THIS STUDY INDICATES THAT ALL THESE TECHNIQUES HAVE MERIT BUT THAT SUCCESS VARIES CONSIDERABLY WITH THE SITUATION AND WITH THE PARTICULAR END SOUGHT. TEAMS OF ENGINEERS, ARCHITECTS, AND PLANNERS HAVE HELPED TO BRING TOGETHER DIFFERENT POINTS OF VIEW, BUT CANNOT ASSURE ADEQUATE RECOGNITION OF COMMUNITY VALUES. SPECIAL TECHNIQUES ARE BEING DEVELOPED TO ASSIST THE TEAM IN MEASURING THE VALUES OF NEIGHBORHOODS THROUGH WHICH A FACILITY MAY PASS. THESE TECHNIQUES DEAL WITH SOCIAL VALUES, LIVING PATTERNS, COMMUNITY ATTITUDES, AND AESTHETIC CONSIDERATIONS.
