DEVELOPMENT OF NATIONAL URBAN GROWTH POLICY

FEDERAL AND STATE ACTION DURING 1970 THAT BEARS ON THE EMERGENCE OF A NATIONAL POLICY ON URBAN GROWTH AND THE DISPERSION OF POPULATION AND INDUSTRY IS REVIEWED. IN GENERAL, THE POLICY APPEARS TO BE DIRECTED TOWARD SOUNDER, MORE ORDERLY, MORE BALANCED PATTERNS OF DEVELOPMENT WITHIN METROPOLITAN REGIONS; ON THE OTHER HAND, LITTLE WAS DONE TO STRENGTHEN THE HAND OF REGIONAL PLANNING OR ADMINISTRATIVE ORGANIZATIONS.
