IMPROVEMENTS AND INNOVATIONS IN URBAN GOODS MOVEMENT

THE ORGANIZATION FOR ECONOMIC COOPERATION AND DEVELOPMENT, AN INTERGOVERNMENTAL BODY HAVING REPRESENTATION FROM 22 INDUSTRIALIZED NATIONS, CONDUCTS ITS TRANSPORTATION ACTIVITIES UNDER THE AEGIS OF ITS CONSULATIVE GROUP ON TRANSPORTATION RESEARCH, WHICH MAKES PERIODIC POLICY ASSESSMENTS OF MAJOR ISSUES IN THE FIELD. A RECENT ASSESSMENT OF URBAN GOODS MOVEMENTS, WHOSE OBSERVATIONS ANC CONCLUSIONS ARE REPORTED HERE, DEALT WITH THREE MAIN TOPICS: PROBLEMS IN URBAN COMMODITY FLOW, NEAR-TERM IMPROVEMENTS IN THE SYSTEM, AND LONG-TERM IMPROVEMENTS. THE DISCUSSION OF FLOW PROBLEMS CENTERED ON THE DIFFERENCES BETWEEN (1) FLOW INTO AND OUT OF URBAN AREAS AND (2) CIRCULATION OR REDISTRIBUTION OF GOODS WITHIN THE AREA. THE DIFFERENCES MENTIONED INCLUDED SHIPPING CAPACITY, SOCIAL COSTS OF THE EXISTING CIRCULATION SYSTEM, IMPACT ON INVENTORIES AND SPACE OF THE INABILITY TO PREDICT MICRODEMANDS WITHIN THE LARGER, PREDICTABLE MACRO- DEMANDS OF THE ENTIRE URBAN AREA, MODAL FACETS OF THE TWO SYSTEMS, AND UNDERUTILIZATION OF TRUCK CAPACITY IN THE REDISTRIBUTION SYSTEM. NEAR-TERM IMPROVEMENTS ARE SEEN AS LARGELY A MANAGEMENT PROBLEM AND ARE CONSIDERED UNDER THE HEADINGS "EVENING DELIVERIES" AND "CONSOLIDATED DELIVERIES AND TRANSSHIPMENT CENTERS." THE TOPICS DISCUSSED UNDER LONG-TERM IMPROVEMENTS ARE USE OF PUBLIC TRANSIT, PIPELINES, AUTOMATIC WASTE DISPOSAL, AND AN UNCONVENTIONAL GOODS-DISTRIBUTION SYSTEM PROPOSED BY THE PRAGUE INSTITUTE OF ARCHITECTURAL DESIGN USING FOR DESIGN PURPOSES THE NEW TOWN OF ETAREA SOUTH OF PRAGUE. THE POPULATION OF 135,000 IS LOCATED IN 13 HOUSING DISTRICTS, EACH OF WHICH HAS A TOWN CENTER HOUSING ABOUT HALF THE DISTRICT POPULATION. THE DISTRICT CENTERS AND THE CENTER OF THE CITY ARE LINKED TO PRAGUE BY RAPID RAIL TRANSIT. A PNEUMATIC-TUBE HOUSEHOLD GOODS-DISTRIBUTION SYSTEM IS ONE OF FOUR INTENDED SHOPPING METHODS AVAILABLE TO THE RESIDENTS. OPERATION OF THIS SYSTEM IS DESCRIBED.
