EVOLUTION OF A COG: TACKLING THE TOUGH JOBS

THE WASHINGTON COUNCIL OF GOVERNMENTS (COG) WAS ORGANIZED IN 1957 BY A GROUP OF LOCAL AND STATE OFFICIALS WHO WERE INTERESTED IN LEARNING MORE ABOUT WHAT THEIR COUNTERPARTS ACROSS COUNTY AND CITY LINES WERE DOING IN SUCH FIELDS AS TRAFFIC SAFETY, WATER POLLUTION CONTROL, AND TRANSPORTATION PLANNING. AN AGREEMENT WAS NEGOTIATED OPENING UP TO SURROUNDING SUBURBS A RESTRICTED-ACCESS TRUNK SEWER SERVING THE NEW DULLES AIRPORT. A COMPACT WAS DEVELOPED FOR PROVIDING UNIFORM TRANSIT FARE SCHEDULES FOR INTERSTATE RIDES WITHIN THE METROPOLITAN AREA. THE WASHINGTON COG WAS ELIGIBLE FOR GRANTS UNDER SECTION 701 OF THE HOUSING ACT. THE FOLLOWING YEAR COG AND ITS TRANSPORTATION PLANNING BOARD BECAME RESPONSIBLE FOR DEVELOPING AND MAINTAINING THE COMPREHENSIVE TRANSPORTATION PLANNING PROGRAM REQUIRED UNDER THE FEDERAL AID HIGHWAY ACT OF 1962. COG BECAME RESPONSIBLE FOR REVIEWING APPLICATIONS FOR A VARIETY OF FEDERAL GRANTS UNDER SECTION 204 OF THE DEMONSTRATION CITIES ACT. IN THE FIELD OF PUBLIC SAFETY COG HAS BEEN RESPONSIBLE FOR THE DEVELOPMENT OF REGIONAL POLICE AND FIRE RADIO NETWORKS, A REGIONAL POLICE TELETYPE SYSTEM, A FIRE MUTUAL AID COMPACT WHICH BROUGHT 75 PIECES OF SUBURBAN FIRE FIGHTING EQUIPMENT INTO WASHINGTON AT THE HEIGHT OF LAST SPRING'S DISORDERS, AND STUDIES WHICH LED TO A COMPUTERIZED POLICE INFORMATION SYSTEM FOR THE METROPOLITAN AREA. IN THE FIELD OF ENVIRONMENTAL HEALTH, IT HAS DEVELOPED A MASTER SEWERAGE PLAN FOR THE REGION, CONDUCTED EXTENSIVE STUDIES INTO AIR POLLUTION AND PROMULGATED THE MODEL AIR POLLUTION ABATEMENT ORDINANCE WHICH NOW BLANKETS THE AREA, IS CARRYING OUT MAJOR STUDIES OF WATER SUPPLY NEEDS TO THE YEAR 2010, HAS UNDERTAKEN THE DEVELOPMENT OF A REGIONAL SOLID WASTE MANAGEMENT PROGRAM, AND IS ABOUT TO EMBARK ON A PROJECT DIRECTED TOWARD THE ALLEVIATION OF NOISE PROBLEMS IN METROPOLITAN WASHINGTON. A MAJOR ORIGIN AND DESTINATION SURVEY HAS BEEN COMPLETED OF THE WASHINGTON METROPOLITAN AREA. COG IS NOW BECOMING ACCEPTED BY AN INCREASING NUMBER OF POLITICAL LEADERS THROUGHOUT THE WASHINGTON AREA.
