Impacts of Public-Private Partnership in Carsharing: Evidence of Seoul City Experience Focused on Equity

From February 2013, the Seoul City Government started to deliver "Nanum-Car" carsharing service in corporation with private carsharing firms, which is the first public-private partnership carsharing program thus far performed in a metropolitan scale. The aim of this study is to explore how a PPP program contributed to carsharing enhancement, together with transportation equity in Seoul. The descriptive analysis results reveal that the number of carsharing users rose 60% a year after, with average running distance per renter being shortened by 12%. A key factor determining carsharing growth is found the number of rental fleets with which commissioned private firms are obligated to fill in the public parking lots assigned for the program by the city. The transportation equity impacts of PPP carsharing are also investigated. The highest growth among 5 regions occurred in the North-Eastern region, the poorest in income and public transportation services, indicating a PPP carsharing can help alleviate transportation equity problems in a big city. Also, the NE region came across the highest surge in the running distance per rental hour, which implies the residents were able to enjoy the cheapest service. With the PPP carsharing, this region also experienced the supreme carsharing growth during off-peak hours when public transportation serviceability subsides significantly, which intensify carsharing's role of improving transportation equity. In summary, the study identified that a PPP carsharing can be adopted as a useful tool to reduce transportation problems in a big city.
