REPORT OF COMMITTEE ON HIGHWAY LAWS

THE VARIOUS BRANCHES OF HIGHWAY LAW WERE STUDIED BY THE COMMITTEE ON HIGHWAY LAWS OF THE HIGHWAY RESEARCH BOARD. STUDY PROCEDURE CONSITS OF DEFINING A LIMITED AREA OF LAW, SUCH AS CONDEMNATION OF LAND OR CONTROL OF ROADSIDE BILLBOARDS, AND THEN MAKING A THOROUGH EXAMINATION OF PERTINENT CONSTITUTIONAL PROVISIONS, STATUTES, AND CASES IN ALL THE STATES. THE MATERIAL IS CAREFULLY ANALYZED TO IDENTIFY THE IMPORTANT ELEMENTS AND PRINCIPLES IN THE PARTICULAR AREA AND REPORTS ARE PUBLISHED WITH THESE ELEMENTS GROUPED TOGETHER. FROM 1955 UNTIL 1960, THE COMMITTEE MAINTAINED A STAFF OF ATTORNEYS TO CARRY ON THIS RESEARCH. AS THE END OF FISCAL 1960 APPROACHED, HOWEVER, MOST OF THE ORIGINAL RESEARCH OBJECTIVES WERE WELL ON THE WAY OF HAVING BEEN ACCOPMPLISHED, AND THE STAFF OF ATTORNEYS WAS DISBANDED. SUMMARIES ARE PRESENTED OF PAPERS PRESENTED AT THE 1960 ANNUAL MEETING, OF REPORTS PUBLISHED PRIOR TO 1959, REPORTS IN PROGRESS, ASSISTANCE TO STATES, AND REPORTS TO A SPECIAL SUBCOMMITTEE.
