AASHO REPORT ON THE FOLLOWING PHASES OF THE RELOCATION ASSISTANCE PROGRAM

THREE AREAS OF CONFUSION ARISE WHEN AN ATTEMPT IS MADE TO PROVIDE FOR THE INVENTORY REQUIREMENT OF AVAILABLE DECENT, SAFE AND SANITARY REPLACEMENT HOUSING AND COMPARABLE HOUSING: (1) NATIONAL AND LOCAL REAL ESTATE ASSOCIATIONS AND BOARDS CONTINUALLY REFUSE OR RESTRICT ACCESS TO THEIR MULTIPLE LISTING SERVICE FOR HIGHWAY PURPOSES, (2) FURTHER SUPPORT SHOULD BE APPLIED FROM AASHO WHEREVER NECESSARY TO OBTAIN LEGISLATIVE AND OTHER GOVERNMENTAL AND PRIVATE AGENCY APPROVAL AND COOPERATION IN PROVIDING FOR AND ALLOWING THE HIGHWAY DEPARTMENTS TO PROVIDE REPLACEMENT HOUSING WHEN NECESSARY, AND (3) MORE UNIFORM AND COOPERATIVE EFFORTS COULD BE ARRANGED BETWEEN THE VARIOUS HIGHWAY DEPARTMENTS AND OTHER AGENCIES TO MAKE KNOWN THE AVAILABLE HOUSING LONG-RANGE NEEDS TO THE APPROPRIATE PLANNING AUTHORITIES. MICHIGAN IS USING THE FOLLOWING FOUR METHODS OF ESTABLISHING SUPPLEMENTAL PAYMENTS: (1) THE AVERAGE OF THREE LISTINGS OF SIMILAR PROPERTIES IS BEING USED IN DISTRICTS WITH FEW DISPLACEES ON PROJECTS, (2) THE SQUARE FOOT AVERAGE LISTING PRICE OF SIMILAR HOUSING IS APPLIED TO SUBJECT'S FLOOR SPACE, (3) THE PRICE ORIENTED STUDY OF SIMILAR LISTINGS IN THE PRICE RANGE OF SUBJECT ARE AVERAGED, AND (4) A STUDY BY NUMBER OF BEDROOMS OF SIMILAR HOUSING IS APPLIED TO THE SUBJECT BEDROOM REQUIREMENTS. THIS REPRESENTS A COMBINATION OF THE THREE-COMPARABLE METHOD, AND THREE VARIATIONS OF THE AREA-WIDE STUDY METHOD. A FIXED PAYMENT SCHEDULE WHICH IS IN AN INVERSE RATIO TO THE VALUE OF THE RESIDENTIAL PROPERTY BEING ACQUIRED, ALONG WITH THE RENTAL SUPPLEMENT TO TENANT OCCUPANTS, IS RECOMMENDED. AN ADMINISTRATIVE APPEAL SYSTEM HAS BEEN INSTITUTED.
