HIGHWAY PROGRAMS AND HIGHWAY LAWS AND DISCUSSION

PROBLEMS OF INTERGOVERNMENTAL RELATIONS ARE DISCUSSED IN RELATION TO THE INTERSTATE SYSTEM. RECENTLY THE COUNTIES, AS REPRESENTED BY THE NATIONAL ASSOCIATION OF COUNTY OFFICIALS, HAVE ESTABLISHED A NEW GROUP TO IMPROVE RELATIONS WITH STATE HIGHWAY OFFICIALS. ANOTHER PROBLEM IS TRYING TO BUILD HIGHWAYS IN URBAN AREAS IN CONJUNCTION WITH OTHER KINDS OF PUBLIC PROGRAMS IN THE URBAN AREAS. COOPERATION IN HIGHWAY DEVELOPMENT WITH URBAN REDEVELOPMENT IS A NEEDED FUNCTION. PROBLEMS OF RELOCATION AND COMPENSATION ARE DISCUSSED. SEVERANCE DAMAGE PROBLEMS ARE DESCRIBED. ECONOMIC EVIDENCE IN RIGHT-OF-WAY LITIGATION IS DISCUSSED IN RELATION TO CASES IN SEVERAL STATES. STUDIES ARE BEING CONDUCTED INVOLVING ACQUISITION OF LAND FOR FUTURE HIGHWAY USE. EXPERIMENTATION WITH THE ELECTRONIC OR AUTOMATIC HIGHWAY IS DESCRIBED. ANOTHER PROBLEM IS ONE INVOLVING THE CONTROL OF LAND USES AT INTERCHANGES. THE LEGAL ASPECTS OF ZONING ON SUBDIVISION CONTROLS ARE DISCUSSED. WATER AND HIGHWAYS AND DRAINAGE ARE ALSO SERIOUS PROBLEMS.
