ITS procurement methods and a proposed decision model
The complexities and uncertainties of ITS projects, often coupled with a lack of dedicated expert resources within road agencies, can make the procurement of ITS solutions challenging. It also requires different procurement models compared to traditional civil engineering projects to ensure the best value for money invested. Austroads project NT1802: Procurement of ITS (International Practice) aimed to review and identify the world best practice and lessons learned of ITS procurement. This paper presents main findings from the project. A selection of 14 ITS procurement case studies from six selected countries including the US, UK, Netherlands, Japan, Singapore and Hong Kong are reviewed and analysed. These case studies cover a wide range of scale, budget, risk, complexity levels and agency resource levels of ITS projects. The authors further investigated the current domestic ITS procurement practices. A wide range of procurement methods for ITS solutions are identified from these case studies and the benefits, risks, risk management proposals and applicability to Australian road agencies for each procurement method are also discussed in detail. An ITS procurement decision model is then proposed for Australian and New Zealand road agencies to guide the decision-making process towards selecting the most suitable procurement method. The decision model follows a systems engineering approach and helps road agencies to make procurement decisions based on the characteristics of the project and capability levels of the procurement agency.
