AN APPRAISER'S CONSIDERATION OF HIGHWAY NOISE EFFECTS

This article considers the legal aspect of noise under the following subheadings: local noise issues; legal premise importance; some aspects of sound; mitigating noise -- location and design; sound levels; measures of damages and benefits; and troublesome questions. The noise standards proposed in the Federal Highway Administration's PPM 90-2, Appendix B, are included along with their table on design noise level/land use relationships.
