THE ENVIROMENTAL AGENCY STRATEGY FOR THE CONTROL AND ABATEMENT OF NOISE

The strategy for the control of noise is a combined Federal, State, and local approach to quiet the environment in a cost-effective manner through regulation, enforcement, and public education. Section 2 (a) (3) of the Noise Control Act of 1972 states "...that, while primary responsibility for control of noise rests with State and local governments, Federal action is essential to deal with major noise sources in commerce, control of which require national uniformity of treatment." In section 2 (b) of the Noise Control Act "The Congress declares that it is the policy of the United States to promote an environment for all Americans free from noise that jeopardizes their health or welfare." Section 5 of the Act addresses public health and welfare and requires the Adminiatrator of EPA to publish three documents: (1) A Noise Criteria Document that summarizes available scientific knowledge of the identifiable effects of different qualities and quantities of noise of public health and welfare; (2) A "Levels" Document that provides information about levels of environmental noise requisite to protect public health and welfare in defined areas under various conditions; and (3) A Report that identifies products which in the judgment of the Administrator are major sources of noise. Based on public health and welfare considerations, the EPA Noise Strategy focuses on four major activities: (1) Propose Aircraft/Airport Regulations to FAA; (2) Identify products (non-aircraft) which are major sources of noise and, subsequently, propose and promulgate new product noise emission standards for these sources; (3) Prepare and promulgate noise emission standards for existing interstate motor carriers; and (4) Label products that may adversely affect public health and welfare or that are sold on the basis of their noise attenuation properties.
