WHERE DO WE GO FROM HERE WITH AUTOMATION SYSTEMS?

CHANGES OF A POLITICAL AND SOCIAL NATURE ARE OCCURRING IN THE UNITED STATES THAT WILL AFFECT THE KINDS OF INFORMATION THAT MANAGERS WILL BE NEEDING IN THE FUTURE. ALONG WITH ACCIDENT DATA AND ROUTE LOCATION ALTERNATIVES THE CHIEF ADMINISTRATOR WILL HAVE TO KNOW HOW MANY RELOCATION FAMILY UNITS MUST BE PROVIDED IN YEARS AHEAD, WHAT THE RATE OF GROWTH IS OF THE NOISE LEVEL ON CERTAIN URBAN EXPRESSWAYS, AND HOW MANY LAWSUITS ARE LIKELY TO RESULT. THOSE RESPONSIBLE FOR HIGHWAY AUTOMATION SYSTEMS SHOULD BE ANTICIPATING THE KINDS OF INFORMATION THAT WILL BE ENTAILED BY THESE CHANGES. THE IMPLICATIONS OF HIGHWAYS, PAST AND FUTURE, FOR THE STRUCTURE OF SOCIETY ARE NOT MERELY BY-PRODUCTS BUT IN LARGE MEASURE A REFLECTION OF THE EXPERIENCE THAT HIGHWAY PLANNERS AND ENGINEERS HAVE GAINED IN SOCIAL AND ECONOMIC FORECASTING, COMMUNITY RELATIONS, ENVIRONMENTAL EFFECTS, ETC.. THIS BACKGROUND EQUIPS HIGHWAY PLANNERS TO PARTICIPATE ACTIVELY IN THE LARGER PROBLEMS AND NEWLY DEFINED ARRANGEMENTS. WITHIN HIGHWAY DEPARTMENTS, ONE OF THE MAIN INTELLECTUAL PROBLEMS OCCASIONED BY AUTOMATION IS THE TENDENCY TO PROGRAM MANUAL OPERATIONS WITHOUT CONSIDERATION OF THE FUNCTION THAT THE OPERATION REPRESENTS OR EMBODIES.
